By way of illustration, it might be remarked that the feeling towards the existing system among the Naval and Military Authorities, the Judges, and the leaders of the Colonial Society at HongKong, is analogous to the feeling which would arise among the Naval and Military Authorities at Portsmouth and the County Magistrates and nobility and gentry of Hampshire, if, by strange legislation, a system should be inaugurated under which it would be possible for the Superintendent of the Gaol at Portsmouth to become invested with the high dignity of the Lord Lieutenant of the County, together with the autocratic powers of the Governor of a Crown Colony.
