a matter of course,

would naturally feel
much disappointment
and dissatisfaction;
and It has
been
moreover
considered specially
important that
the
principal officers of
the
Government
in the
greater
Crown
Colonies
should have the
opportunities afforded
by those which they
permanently hold,
and especially of acquiring
experience in the
duties of
Colonial Secretary.
5. The incident
referred to in the 3rd
paragraph of your
despatch
was of a wholly
exceptional nature. It is very
unlikely that such a
combination of
circumstances will
recur with
occasional acting
appointments of serving
officers in other offices than
those
that they normally hold.
