Hong Kong, 21st May, 1885.
With regard to paragraph 7 of the Secretary of State's Despatch, it will be seen by reference to Mr. Stewart's memorandum which is forwarded, that Mr. Townsend was allowed the full table allowance in addition to what he was drawing before, and also that he was already drawing half-pay of the Colonial Secretary.
It is drawn that he should draw this half-pay as Colonial Secretary as suggested, as an acting appointment which he had carried out.
