2. I now transmit a memorandum from M. March, respecting certain points raised in Your Lordship's despatch.

For my own part, I will confine myself at present to the remark that, to the best of my belief, there was no want of integrity on the part of any of the Public Officers to whom reference is made in connection with these matters. At the same time, I dare not conceal my greater surprise that even irregularities and greater confusion have not arisen under the system in force at Hongkong.
