He is of opinion that this great evil can only be remedied by means of a dredger.

In commercial as well as in sanitary grounds, therefore, I would strongly recommend the purchase of the Machine, and it is hoped that Your Lordships will approve this recommendation, and cause the necessary instructions to be cabled to the Crown Agents.
