On several occasions and this opinion seems to be confirmed by the very figures.

Considerable increase that has taken place during the past five years in the proportion of prisoners who had been already convicted on previous occasions.

In connection with the Prison returns a reference to the Police returns for 1882 and also to the returns of convictions by the Supreme Court and by the Police Magistrates is useful shewing the classes of offenders of whom the admissions to Gaol during the past years were composed. I have prepared a tabular statement exhibiting the results of a comparison of these several returns for the last five years.

The returns of the Supreme Court shew very little change during the past three years. Nearly all the figures for 1882 are below the averages for the last five years.

The Police returns shew a decrease of cases reported 732 to 8412, a decrease of persons convicted, an increase of persons discharged 299.

The returns of the Court show an increase of convictions by Supreme Court 13 to 939, a decrease of convictions by Police Magistrates.
