Whilst the total number of

persons sentenced to penal

imprisonments has very slightly increased during the last ten years, the daily average number

in Gaol has, on the other hand,

very largely increased, and this increase has taken place during the last quinquennial period and has progressed steadily since 1874. The explanation of this apparent contradiction is,

I believe, to be found in the larger number

of prisoners who have been sentenced during the latter period to long terms of imprisonment; and also in the discontinuance

of the practice of deporting prisoners from the Colony.
