take up no matters which can
interfere with, either directly or indirectly, with such duties and have
sufficient time to attend to private practice as well as to their public duties. I think it is of great advantage to the public that they
should be permitted to have
private practice.
The advantages are
threefold. First, that you
are
likely
to procure more competent
men than could be obtained where
the officer is dependent solely
on a salary,
that a Colony would be
disposed to provide for its law
officers, and the law officers would
be more
satisfied with their positions than if they saw men
in private practice with incomes
much greater than their own.
Secondly, that being brought into
daily contact with the
general
public, especially with those who are concerned in litigation, they
are much more competent to
advise the Government in matters
relating to the administration
