to me it
would be an
injustice
to the officer who in order to
secure
an
appointment would
have to undertake extra duties
for which he received no payment,

to the Colony which would have to provide for the performance of duties for which the Secretary of State for War and the Admiralty ought to make provision. It would be an
anomalous
state of
things for
officers to be officially advising
Military and Naval authorities
without
reference to the local
Government and in cases of difference between such authorities,
or between either of them and the
local Government whose law
officers are to advise and
assist. Besides, I have known
cases in which the Military and
Naval authorities had not
confidence in the law officers of the Colony
and declined to seek
their advice or assistance, preferring
