Munorandum by the Attorney General.
In order to carry out the proposed changes, the Instructions would have to be altered thus:
Article 3. Strike out from the words "the Military Officer down to the words of our said Colony, both inclusive; and insert instead thereof these words: -
"The Military Officer for the time being in command of the regular troops in our said Colony, and of the persons for the time being lawfully discharging the functions of Colonial Secretary and Attorney General, of our Colony, and of the said Treasurer
