Article 12 of the Governor's Instructions provides for the constitution of the Legislative Council; which is to consist of five persons from time to time lawfully discharging the functions, Colonial Secretary, Attorney General, Colonial Treasurer, Auditor General, who are to be called Official members. The then existing four Unofficial members.

The Office of Auditor General has been combined for some years past with that of Colonial Secretary.
