be cheered by an address from the Governor,
Sumising up the proceedings of the year, and reviewing the general condition and prospects of the community. There
can be no sound reason why the
Legislature and Public of Hongkong
should not enjoy the same advantages of being officially made acquainted
with the views and intentions of the
Government, as are
enjoyed by the Press and Public of
every other
colony.
14. To come now to hurried - The reasons stated above, and for
other
weighty reasons which will readily occur
to all versed in Colonial
administration, I recommend that the
Legislative Council shall be composed
in the future of fourteen members, viz.

1. The Governor (President)
2. The Officer Commanding the Troops
3. The Chief Justice
4. The Colonial Secretary
5. The Attorney General
6. The Treasurer
7. The Registrar General
8. The Surveyor General
of these six, who to be
appointed, as a general rule,
on the recommendation of the
Chamber of Commerce;
that of the Bench of Justices;
the Press; and one
shall
be a member of the Chinese
community. All to be
appointed for six years
but to be eligible for re-appointment,
