approval of the Crown; but the partial introduction of the System which has worked excessively elsewhere would take away the chances of election there, from among many candidates of equal standing, claims and merit; while it would confer many of the advantages, without many of the inconveniences of popular election; which is for obvious reasons, impracticable in an heterogeneous Community circumstanced as is that of Hong Kong.

My Experience teaches me that the Unofficial Members of the Legislature in Crown Colonies should hold office, not for life, but for a period of six years; each member being eligible for re-appointment, if it be so deemed advisable by the Governor and by the Crown. It has been found in Mauritius, and elsewhere that while promotion and retirement cause frequent changes among the Official Members, the Unofficial Members are otherwise liable to stagnation, and to lose sympathy, influence, and what the military phrase is called "touch", with the community at large.
