it was necessary with the object of keeping the Control of the legislature in the hands of the Governor, as the Misgovernment of
the Colonial Minister in England. For the Governor already had a majority of Official Members, plus without restricting his original and casting Votes. I am confident that Your Lordship will agree that this anomaly
also should cease.
10. As it is proposed that three New Members, viz. the General Commanding, The Registrar-General, and the Surveyor-General, should be added to the Official
Element,
consequently, I submit that it is proper
that at least three new Members should
also be added to the Unofficial Element in the Legislature. There would be the right official, and six Unofficial Members; the Governor,
of
course, retaining
(as has been stated above.) his original
and casting Votes.
11. With regard to the two Unofficial Members, I submit that the principle
of Nomination which has worked successfully elsewhere should be sanctioned here. The two leading Public Bodies at Hongkong comprising an adequate
