At Hongkong, on the contrary, it is absolutely necessary at all times for the preservation of the vigour, often for the preservation of the lives, of the English Officials, that they should be allowed periodical leave of absence.

Consequently, it is always probable that one or more of the members of the Executive and Legislative Council will be away from the Colony owing to illness or absence on leave. In past years, it has sometimes been found difficult to secure a quorum of the Executive Council when it consisted of only four or five members.
