lodging houses. They are between our

barracks, close to our hospitals, arsenal, Commissariat,

married-quarters, and dockyard, giving
ocular, auricular and nasal demonstration

how unsanitary they are
for the
neighbourhood of Europeans.
Should there be

the
consequence
any outbreak of disease,
to the soldiers would
be disastrous; and should there be any
question between the Chinese and
English Governments, the presence of
such
a number of Chinamen in the
midst of our Troops would be
inconvenient.
I have referred in this
manner to the past with the object of
urging the adoption of measures to prevent the possibility of similar
negligence and want of foresight
in
the
future.
I would now
venture, with
great respect, to submit that Your Lordship should move the War Office to prepare a full and final plan for the defences of Hongkong; and that such plan should be transmitted by Her Majesty's
