In view of the decided opinion of the Attorney General and the objections contained in your despatch, I am not prepared to pass the legislation being taken against anything.
3. I concur in the opinion of the action pursuing which you are entrusted to respond to the class of complaint, to which your despatches No.83 of the 23rd of May and No. 87 of the 28th of May refer. I have been glad to notice from the minute which you issued on this subject, as well as from the answer which you gave to the deputation on the subject of Chinese processions.
