I have the honour to acknowledge the receipt of your letter No. 814 of 1883 enquiring under what circumstances the creation of Hawkers' stalls in the streets was tolerated or has not been prevented during past years.
2. In reply, I have to report that Hawkers' stalls were allowed, ever since it can be remembered, to remain in certain places where no obstruction was caused.
