Opinion of the Attorney-General
I have considered the
report of the Captain Superintendent of
Police
of January 9, 1883. The Chinese petition received on January 13, 1883
and the address of Dr Hokai read on January 13, 1883.
The petition and address deal with two questions (1) brothels, (2) gambling. The former subject has
been considered in connection with the Contagious Diseases Ordinance, and neither the petition
nor the address
appear
to me to furnish any very
substantial assistance to its treatment.
