Pere circumstances,. I caused a circular to the residents to be sent through the Colonial Secretary in the following terms:- The Governor has been informed by the Superintendent of Police that no processions of a religious character & which you refer, are very exceptional, and are of rare occurrence, generally happening only at intervals of several months, and lasting but for a short time, - seldom for more than half-an-hour. Similar processions take place, it appears, in all the parts of British India, where they are not interfered with by the Government, or by the English residents. It is believed, Southern, that you cannot desire that a system of restrictions should be established at Hongkong which would not be tolerated in British India, or in other Colonies where the mass of the people is of an alien race, religion, and custom. At the same time, I am authorised to inform you that the Registrar-General, the officer of Government principally in communication with the Chinese, will make such and proper arrangements
