The remarks that follow:-
"Strokers and Killers have been permitted to place their stalls in the middle channels, which is much objectionable, diminishing the already limited road space and preventing the proper inspection of the site. Obstructions are caused by vendors of cooked meat who make a great rate with the stalls from their bazars. The owners of the adjacent houses receive rent from these people, who occupy public property. My attention has been frequently called to this nuisance."
From the foregoing fact, it will be perceived that the complaints against the stalls obstructing the public thoroughfares arise from more than the jealousy of small traders, for the shopkeepers, receiving rent from the hawkers, are interested in retaining them. Your Lordship may be assured that any interference with these stalls will be gradual and limited by the demands of sanitary consideration and of public convenience.
