While I am at all times anxious, where it is just and expedient, to avail myself of the advice of the Chinese, I must put aside in regarding the Memorial as one pane demands for legislation from a class of the Community which would be unaffected by it, of which examples may be found in Consul's more reasonable Man China. Again, most of the houses where it is suspected that gambling is carried on are the property of Chinese. It is believed that no one is capable of judging for what purpose his house has been leased, or to what uses it is applied.

The obvious means which the leading Chinese can employ to show that they are in earnest in this matter, would be to discourage the letting of portions of houses for immoral purposes or any such Stud.

With regard to the complaint in the Memorial regarding want of Energy on the part of the Police, it will be observed that Mr. March, in his reply to the Deputation, stated that he thought no blame could be attached to
