However, I have thought it right to make inquiries as to the truth of the statement that, Owing to gambling losses, several women have been induced to commit suicide; And I am informed that in the Official records of the last five (5) years there is not a single instance in which a woman is stated to have committed suicide on account of gambling losses. As regards attempts to Suicide, it is hard to speak with precision. It is probable that some such attempts May have been due to gambling losses, but it must be remembered that attempts at Suicide is of very frequent occurrence among the Chinese, as also among the Japanese, and other similarly civilized races in which human life is held of little account. The Memorial seems to make no distinction between public and private gambling;
