Expression of gambling houses, ultimate success would be extremely doubtful, while the embitttering of a large class of persons, who as the Attorney remarks, can by no fair use of the law be called criminals, would be almost certain. Measures should be taken to avoid putting them in danger of incurring the crime to which a severity of Clause (I suppose "law" is meant) might lead.
