I. S. Francis (late Acting Police Officer) as Chairman of the Commission. From
his reply, which is inclosed, it would appear that he reported had been misled (1) in accounts of the difficulty of obtaining Notice of a quorum of the Commission;
(2) because certain recommendations made during the course of their inquiries having been adopted, they were not of opinion that, at that time, any further changes were desirable, all that was requisite being a segregation and closure of the existing land.

Your Lordship will gather from Mr. Francis' letter that no particular reason was uncovered for the dissolution of gambling from Round consisting of the Registrar-General and the Superintendent of Police, assisted by a small number of specially chosen detectives, and the re-establishment of the ordinary organisation of the Police.
