Result of Enquiry

I am therefore of opinion that as the Normal school is only a temporary institution, and the Government therefore cannot be expected to incur the heavy expense of building extra accommodation; and as the only alternative is attended by serious obstacles - the present, indirect method of supervision, supplemented by occasional surprise visits by the Principal Mr. May would be sufficiently effective.

The continuance of the present system would further inculcate the high principles of not abusing confidence which will be urgently needed when the students go out as teachers; and which would be severely shaken by the adoption of the new scheme suggested above as the Alternative.

All the young men are highly respectable, and one or two of them are already married.
