it will be observed that the power to raid a house suspected of being an unregistered brothel without a regular warrant is abandoned in Section 18, except in cases where there is a suspicion that the personal liberty of the inmates is in danger.

13. The case of "protected" women is treated in Section 59. It is represented by those who are best acquainted with Chinese feelings and manners, that this section, if enacted, will, in addition to the obvious effect of causing the police to look after the conduct of the women, have also the additional effect of acting as a check upon the women themselves.
