I am happy to inform Your Lordship that very effective steps have lately been taken to repress this form of prostitution; that nine washerwomen's shops, which were practically brothels, have been closed, that relations have been established between the Medical men who visit vessels in the harbour and the Registrar-General, by means of which that official is informed of any case of venereal disease on board ship, so that he may be in a position to take steps to discover the source of it; And that, generally, there seems to have been established the "same vigorous administration of that part of the Ordinance which Lord Kimberley deemed desirable."

12. Unregistered or "bye" brothels have long been recognized as the chief obstacle to the efficient working of the Ordinance, not only as sources of disease, but also as being the seat of any "brothel slavery" that may still exist in the Colony. The difficulty of dealing with them successfully is conferred upon the Chinese.
