11. The Old provisions against outdoor prostitution, which make it an offence against the law, are retained. I am informed that no class of out-door prostitute exists in Hong Kong, as is the case in many ports where similar ordinances are in force; and that though acts of out-door prostitution doubtless generally take place, the prostitutes are attached to some brothel, registered or unregistered.
It is further stated that the Ordinance aims to cause all prostitutes to belong to a registered brothel, and to come under regular control. It does not seem advisable, even if it were possible, to adopt Lord Kimberley's suggestion of instituting a register for out-door prostitutes. With respect to prostitution on board boats in the harbour, the only change in the law which is considered necessary, is the introduction of Section 31, which places a much-wanted power in the hands.
