which has always actually existed, between Chinese and foreign brothels. Medical examination of the inmates of Chinese brothels, which has never been practically enforced, is now rendered illegal, while at the same time, Chinese are prohibited from frequenting foreign brothels and vice versa. Close amendments of the law were directly suggested by Lord Kimberley. It will be observed that the old Section 57, which permitted women to leave hospital "on pain", and has often proved a fruitful cause of spreading disease, has now been omitted,

while the Change in Section 55 (Section 52 in the new ordinance) removes an easy way of escape from periodical medical examination; the appeal being to the Registrar.

· Enactment in Section 6 preventing hardship arising from the above amendments in the law, coupled with increased efficiency in the Medical Examination, there is, I am assured, reason to hope that the state of the registered brothels in Hongkong will be no less satisfactory than that of those in other Colonies.
