In order to avoid any compulsion on any kind - If the perils in her way with a pimp, and to trace the source of immoral pressure can be discovered, she is informed that no legal binding force exists; that she can at any time leave the brothel, and can always bring a complaint before the Registrar-General. She is, moreover, furnished with a printed police notice in the Chinese language to the same effect, a copy of which is also suspended in her brothel. With these precautions there is no reason to believe that "brothel slavery" can exist among the registered brothels in Hongkong.
Section 9 prohibits women not on the register remaining in a registered brothel. This prohibition will, in the case of foreign brothels, prevent women not on the register from being brought in for purposes of prostitution, which might prove a fruitful source of disease.
