2. I would, in the first place, repeat that this is a large and complicated question, involving many moral and political considerations, such as have caused bitter controversy in England during the last quarter of a century.

Innumerous and influential deputations waited upon me before I left London; and, in particular, protested against any Government degradation or official intervention on the subject. I replied to the following effect:
