• at the present moment Messrs Ryrie and Johnson
are both temporarily absent at Shanghai, and the only other (so-called) unofficial members are Mr Price (Surveyor-General) and Mr Stewart (Registrar-General), it will probably be desirable to wait till
the return to the Colony of at least one unofficial member not holding a Government appointment.
9. I may take this opportunity to mention that I shall shortly address Your Lordship respecting the manifest defects in the existing constitution of the Legislative Council in Hongkong, which occasion much official inconvenience, and much public discontent.
