5. The Executive Council consider the work recommended by the Surveyor-General to be absolutely necessary for the object of protecting the Government from claims for damages; as also of providing a shelter for the valuable floating property of the Government. I would consequently venture to request Your Lordship to authorize me by telegram to commence the work at once, as the typhoon season is approaching.
