the island of Hongkong. I now desire to address Your Lordship respecting the new Water Police Station, which is now approaching completion on Kowloon, the promontory opposite this island, and which was ceded to The British Crown and annexed to this Colony in 1862.
The Surveyor-General (Mr Price), and the Captain Superintendent of Police (Mr Drane), have represented the urgent necessity of the construction by the Government of a sea-wall and boat-dock immediately under the new Enclosure.
New Water Police Station. I enclose a Report and Plan by the Surveyor-General; which I have myself carefully tested in two visits to the spot.
It appears that the land on each side of the proposed boat-dock has been leased by the Government by public auction to Messrs. Sassoon and Chater for a premium of $74100 and an annual Crown Rent of $6699. One of the conditions of the leases was the construction, under Government supervision, but at the cost of the Lessees, of a substantial sea-wall in front
