You propose to take with regard to this a view to gradually imperating out the necessary improvements. A vote of $20,000 should be taken this year to carry out the work which the Surveyor General considers to be most urgent, and when the estimates for 1884 are laid before the Council, it should be carefully considered what sum should be voted during that year for further expenditure on this purpose.

You will, I trust, insist that the annual expenditure shall be confined within the annual estimate as far as possible. It is regrettable that it has been found necessary to take this supplementary vote of $20,000 for 1883. As a rule, expenditure should not exceed the annual estimates.
