I should say that the cases of Barracks stand over till the question of the removal of the Gaol is definitely settled, but there is perhaps reason why Government should not at once consider the advisability of extending the accommodations at No. 7 Station and the Central Police Barracks and of No. 7 Station. It West point were most deserving of early attention; for in both cases we have considerable numbers of men subjected to overcrowding which must be injurious to their health. Unfortunately, the extension of the Central Barracks or the alternative of building a new structure at Kennedy Town (Lapsapwan) ... By the time this project had been realized, I have no doubt the Government would be in a position to decide what to do about the Central Barracks and to give effect
