Connexi v w with No8 Police Station in Jaipingshan. This station is situated in the heart of the foulest and most overcrowded back slum of Victoria. Its surroundings are objectionable from the habits of the people of the immediate neighbourhood who are the poorest and the dirtiest of the entire population of Hongkong, that I would not propose to spend anything in reconstructing the building or improving it in any way, but rather urge its transfer to a healthier locality.
I am of opinion that the police surveillance of Jaipingshan would not be impaired by placing the Station at a higher altitude in the same district, say immediately below the level of Bonham Road, where the police would still command the entire Chinese district, and be able to arrive at
