China, it may naturally be asked, "Why should not a Municipality be established at Hongkong?" "I have always been a strong advocate for the creation of Municipalities in English communities in Australia and elsewhere, with a view alike to the performance of work which cannot be performed so well by any other agency, and also to the political education of the people.
But the case of Hong Kong is peculiar. There is no separate European quarter here. The handful of Europeans dwell in the midst of an overwhelming Chinese population, and would, of course, be outvoted at all Municipal elections and meetings of the rate-payers. Again, it is objected that as the work that comes before the Colonial Legislature is mainly of Municipal character, there would hardly be room for two Councils in this Colony. It will be remembered
