I willingly accepted that gentleman's invitation, as I felt it to be my duty to take the earliest opportunity of (1.) Testing on the spot the comparison made by Mr. Chadwick, in his... Report to the Colonial Office, of the Sanitary condition of Chinese houses in Hongkong and Canton respectively... and (b.) Having full explanations and arriving at a clear understanding with the Consul, (who is the authorized channel of communication between the Governor of Hong Kong, and the Chinese Authorities of the neighbouring Province) respecting questions of mutual extradition of criminals, and other questions affecting the interests of this Colony.

It has a population of about one million and is situated on the "Pearl River", only ninety miles by water from Hongkong.
