In my despatch of the 30th of April I suggested that M. Lockhart should be appointed on probation as police magistrate, but in these papers that one of the qualifications for magistrates should be that they are of the English bar I have come to the endorsement that the best course that can be adopted under the circumstances is to select an English barrister for the post either from home or from other colony, and steps will be taken accordingly.

In the meantime apparently you have received instructions by telegraph to take no action on my previous despatch
