1. Mr. Arrathoon Seth, an Armenian by race, who was appointed, on the commendation of my predecessor, Sir John Hope Bennessy, to be Clerk of the Executive and Legislative Councils. He has neither the social position, nor the legal qualifications for a post which should be held by an Englishman, and a Barrister.

2. Mr. Stewart Lockhart, one of the passed Cadets, a young gentleman of high character and good abilities, and a proficient Chinese scholar, now in charge of the Opium Department, and deserving promotion in the Executive Offices. It is believed that Mr Lockhart would make an excellent Police Magistrate.
