It will be seen that the Judges of the Supreme Court recommend the permanent appointment as Superintendent of Captain Dempster, of the Army Pay Department, and formerly of the 28th Regiment, who filled the Office temporarily during several months in 1878, (in the absence of Mr Tonnati,) and who seems to have given great satisfaction in the manner in which he discharged its duties.
Personally, I have, of course, (in consequence of my recent arrival here,) a very slight acquaintance with Captain Dempster; but he certainly has favourably impressed the Judges and other Functionaries of the Government with a belief in his peculiar qualifications for the post in question.
I can speak as to his possessing a good address and a commanding presence - no mean elements of success in dealing with people of all races, and especially with Orientals.
