Some of the foregoing
may be adopted at once, others,
involving
as well as
careful study of details
and great
labour and expense
will take more time to carry out;
but there is no reason why the
Colonial Government should not
give immediate effect to the
former,
while it is employed in considering
those recommended by Lord Kimberley
in the order
of
their importance;
and I respectfully recommend to
the
consideration of His
Excellency the Governor in Council the following
resolutions in respect of these proposals:
1. To organize
and appoint a proper
sanitary Staff and frame regulations
for its guidance.
2. To frame two scavenging contracts,
one for day rubbish and the other for night soil removals.
3. To establish free latrines for the people
