In Lord Kimberley's Despatch of the 8th December 1882, His Lordship, referring to the practical sanitation of Hong Kong, authorises the Colonial Government to carry out the following eight separate and distinct sanitary measures:

1. To improve the existing town sewers.

2. To establish free latrines for the people.

3. To attend to the Public markets.

4. To regulate and frame two scavenging contracts, one for dry rubbish and the other for night soil removal, and appoint a proper sanitary staff.
