M. Chadwick's exhaustive report,
based
as it is on wide scientific and professional experience, from dwelling on the details of this most unsavoury
subject.
It will be remembered
that the
grave evils and dangers pointed out by Mr Chadwick are "intensified by the tropical climate
of Hongkong. — It will be remembered,
moreover, that no valid excuse can
be pleaded for the shortcomings of the Government of this Colony, especially in its early years,
on
the
ground of insufficient power and
