of righty - Mine (89). Worn the very important and confidential Office of Clerk of the Executive and Legislative Councils to be held by Armsman (W! Brathoon Weth). Further, the Colonial Secretary (Mr. March) informs me that in his office, where the Confidential records of the Executive Council, and all correspondence with the Secretary of State, are kept, there is only one Englishman (Mr. Travers), who will probably soon be promoted to another department; when the Colonial Secretary will have to look out for an Assistant capable of drafting an official letter in correct English.

I certainly am not liable to the accusation of neglecting the interests of the Coloured races in the Colony over which I have presided; but the effective supervision and assistance of an Englishman in the Chief Public Department is manifestly required, if it were only for securing impartial practice for all classes of a heterogenous population.

I have the honor to be,

My Lord,

Your Lordship's very Obedient Servant,

S.B. Bowen
