11. In conclusion, I would explain
that, in my opinion the English language, with English history and literature, should be the paramount subject at competitive examinations for the public service in this Colony

English as one of the Official languages, in
which the public records are kept
and all official correspondence is
conducted, this arrangement is
obviously the reasonable, and necessary.

Moreover, it would prevent a result
which a former Secretary
of State
regarded as a great objection, viz. the
gradual superseding in the public
Offices, of Englishmen by Foreigners,
half-castes, Indians, Chinese, and
men
of other coloured races.
This
process has already been carried on
here to a great
extent.
