- If the Chinese Government wish to have a Consul in Hong Kong, I do not see on what grounds an appointment can be objected to. They permit British Consuls at Canton and Treaty Ports and though it may not have been stipulated that they are to appoint a Consul here, I do not see any sufficient reason to urge against such an appointment being sanctioned.
