Subordinate 12 of the code. I have frequently applied to appoint Ne Registrar in both capacities. I have always discouraged it on the ground that I did not think it was advisable that the Registrar should be employed by the Court in any other capacity than in that of Registrar and that he ought not to receive any fees or commission in addition to the salary provided for him.
On the Malacca, however, upon the instance and assurance of the parties concerned that they were unable to obtain the services of any other competent person in whom they all had confidence, I have made the appointment.
I find too that in the Singapore Court the late Sir. Justice inowden frequently employed the inferior Officers of the Court without consulting the Registrar as Receiver or delegate required ? 12 referchas.
I do not think that this practice should be permitted in future. The Court should in my opinion relate to appointments of inferior officers, but the Registrar might be empowered to delegate some of the less important of his duties. The Registrar might also be appointed as Ex officio Commissioner under Section 64 of the Code, although it could in my opinion
